Golden State ADUs are one of the most respected Accessory Dwelling Unit construction firms in Rio Linda, California. The goal is to make it a reality with ease and deliverance of superior results.

Our Work

Recent ADU Builds

Golden State ADUs designs, permits and builds accessory dwelling units (ADUs) for Rio Linda homeowners, with every phase of the ADU project handled by one accountable team. We specialize in ADUs and nothing else. We are licensed and bonded (LIS. #1125656), trusted by 100+ happy customers, and every ADU we complete carries a 10-year structural integrity warranty and a 1-year fit-and-finish warranty.

If you are deciding which ADU builder to hire in Rio Linda, hire a design-build team that owns the entire process. Rio Linda is unincorporated, so there is no city building department and no city planning counter to walk into: building permits are administered by the County Building Permits & Inspection Division. The ADU process moves through three connected phases, design, permitting and construction, and compliance with local regulations is decided long before a shovel moves. Permitting is where most homeowners stall, which is exactly the part we take off your hands. We handle permits and permit submissions from the first drawing to the approval stamp.

Start where it costs you nothing: a free consultation and a one-hour walkthrough of your property, no obligation, with a clear read on what your lot can support and which ADU options realistically fit it. Book a consultation and we’ll come look at it.

Rio Linda Accessory Dwelling Units: Design, Permitting and ADU Construction

Rio Linda Accessory Dwelling Units - Design, Permitting and ADU Construction

Design, structural and civil engineering, permitting and ADU construction all stay with one team, so you never coordinate separate firms or referee disagreements between them. Our in-house design and engineering arm, Golden State Design & Engineering, produces the architectural design and the stamped engineering that the County reviews. You get one detailed written proposal with allowances and exclusions spelled out, which is what prevents arguments later in the build. See our full ADU services.

Detached ADUs

A detached ADU is a standalone home on your lot with its own entrance, kitchen, bathroom and living space, and it can be legally rented. The County allows detached ADUs of up to 1,200 square feet under its current standards, and every ADU must sit on a permanent foundation, so this is real construction, not a shed with plumbing. Building detached ADUs this way means permitted, fully livable space the County has inspected and signed off on. Separate utility metering is available if you want the unit billed independently from the main house. Detached ADUs are the most common request we get in Rio Linda, because the lots here usually have the open space to place one well. We build to the approved plan set and the adopted code, not to a brochure.

Custom ADU Design, ADU Models and ADU Plans

A custom ADU responds to your parcel, your existing house and the people who will actually live in the unit. The County also offers shelf-ready ADU models, 460-, 870-, 1,000- and 1,184-square-foot detached designs for qualifying unincorporated properties, and pre-reviewed ADU plans can shorten the review step. Be clear on the trade-off: those ADU models cannot be materially modified beyond the listed options, and standard building-permit fees still apply. When the lot is awkward, the existing home has a strong character, or you want specific materials and finishes, a custom ADU serves the property better, and awkward parcels are where innovative solutions earn their keep. We size the floor plan around how you intend to use it, because ADU size affects fees, setback math and the quality of every room inside it. Studios through three-bedroom layouts are all on the table, compact tiny homes included, and interior design bundles are available as an add-on, covering furniture layouts, material selections and finishing details. The ADU type you choose drives setback math and utility routing, so we settle it early rather than halfway through your dream floor plan.

Garage Conversions and Attached ADUs: More Living Space, Same Footprint

Both options add additional living space without claiming new open space in the middle of your yard. A garage conversion ADU turns existing enclosed square footage into a finished unit with insulation, egress, heating and cooling, plumbing and a code-compliant wall and roof assembly, and every converted square foot has to meet local building codes for life safety and energy performance. Attached ADUs share a wall with the primary residence, which can simplify utility routing and keep more of the yard usable, though attached unit size can be tied to the primary home’s size while detached limits are set separately. Garage conversions often look like the simpler path, and sometimes they are, but the slab, the header spans and the existing electrical service all have to be verified before anyone calls it straightforward. One caution worth raising early: older garages, sheds and additions need their permit history checked before they become part of a scope, because unpermitted work discovered at plan review or inspection changes both the budget and the schedule.

Retirement and Multigenerational ADUs

A retirement ADU lets a parent live close by with real independence, and it lets the rest of the family stay in the neighborhood they already chose. Rio Linda is a high-ownership community, with Census estimates reporting a 72.9% owner-occupancy rate and 3.12 people per household, so families here tend to stay and grow in place. We design single-level layouts, step-free entries, wider doorways and accessible bathrooms, and we place the ADU so the main house keeps a usable yard. Plenty of families design a parents ADU first and keep the option to lease it years later, which is worth planning for at the layout stage. On the one- and two-acre agricultural-residential properties the community plan protects, placement also has to respect the open, rural character of the parcel.

ADUs Built for Rental Income and Long-Term Property Value

Detached ADUs can be legally rented, can carry their own utility meters, and add permitted living space to your property, which is real value you own. If your goal is to generate rental income or build toward passive income over time, the unit has to be designed for a tenant from day one, not retrofitted into one. We do not publish projected rents or return figures, because the honest answer depends on your unit, your finishes and the market at the time you lease it. What we can give you is a starting range for your own planning: run your numbers through our ADU cost estimator, then let us replace the estimate with a site-specific scope after we see the property.

Permitting and Compliance, Done For You

We prepare the drawings, assemble the application and carry it through the County from submittal to approval. That process includes the scaled plot plan identifying structures, easements, roads, property lines and utilities, electronic plan submittal (the current Building Assistance Center is listed at 9800 Goethe Road, and building plans are submitted electronically), written responses to plan-check corrections, and local fire-jurisdiction review, which can carry separate requirements and fees. We also handle Title 24 energy compliance and coordinate water service with the Rio Linda/Elverta Community Water District, which takes service applications and new-connection quote requests from 730 L Street. Utility connections sometimes require meaningful changes to what is already on the property, and we would rather find that in week one than month five.

Why Rio Linda Homeowners Choose Us as Their ADU Builder

You hire one ADU builder and one point of accountability, instead of an architect, an engineer and a builder who each answer for a different slice of the work. That matters most when something goes sideways in plan review or on site, because there is no gap for the problem to fall into. Building accessory dwelling units is all we do, and design, engineering, permitting and construction are managed as a single process from concept to completion. We build ADUs on conventional residential lots and on the larger agricultural-residential parcels alike.

The proof we can put in writing:

  • Licensed and bonded, LIS. #1125656
  • Trusted by 100+ happy customers, with 18 Google reviews
  • 10-year structural integrity warranty and 1-year fit-and-finish warranty on all projects
  • Responsive communication: we answer calls and emails quickly and send regular project updates without delays
  • In-house architectural, structural and civil engineering through Golden State Design & Engineering

Why Rio Linda Homeowners Choose Us as Their ADU Builder

On budget, here is how we work. You get a detailed, transparent proposal with allowances and exclusions written out, so you can see exactly what is covered and what is not. Where the numbers run ahead of your priorities, we value-engineer: we adjust materials, layout and site work to protect the things you care about most, without quietly trading away build quality where it is hardest to fix later. We do not offer a fixed price, and we do not promise an ADU project with zero change orders, because site preparation, utility work, previously unpermitted structures, flood elevation requirements and finish selections genuinely move the number. Any ADU builder who promises otherwise is pricing a drawing, not a parcel.

Two protections worth knowing before you sign anything with anyone. California requires home improvement contracts to be in writing, and it limits the down payment to $1,000 or 10% of the contract price, whichever is less. You should also confirm that whoever you hire as your ADU contractor carries general liability insurance and workers’ compensation coverage, and verify their licensing status directly through the CSLB. Good builders expect that question.

Quality craftsmanship is the last piece, and it shows up years later: how the framing was detailed, how the flashing was lapped, how the finishes hold. We put high quality materials in the assemblies you cannot reach again once the walls close. That is what the 10-year structural integrity warranty is backing.

Book a consultation and see the scope in writing before you commit to anything.

How the ADU Construction Process Works

How the ADU Construction Process Works

Four steps, in order, with the uncertainty front-loaded instead of buried. That sequencing is the whole point of our building process.

  • Step 1: Free one-hour property walkthrough. You find out whether an ADU works on your lot before anyone pays for design. We review the house, existing outbuildings, utility locations, access, recorded easements and flood conditions, and we tell you plainly if the answer is no. We can also do a preliminary review from satellite imagery if you want a first read before scheduling.
  • Step 2: ADU design and engineering. Our in-house team produces the layout, elevations, structural calculations and civil work, so the drawing you approve is the drawing that can actually be built and permitted. Alongside the design, we review the budget against your priorities and value-engineer where it makes sense. Zoning constraints, ADU setback requirements and height limits shape this stage, which is why design and code review happen together rather than in sequence.
  • Step 3: Permitting. We prepare the scaled plot plan showing structures, easements, roads, property lines and utilities, submit electronically to the County, respond to every correction, and coordinate fire-jurisdiction review and utility service. Typical plans-and-permitting range is approximately 3 to 5 months. Treat that as typical and not guaranteed: corrections, utility coordination, fire review, site conditions and agency workload all affect the process.
  • Step 4: ADU construction and close-out. A dedicated project manager runs the build on site and you get regular updates, not silence. We schedule and meet County inspections from footings and underground utilities through framing, rough trades, insulation and final structural, electrical, plumbing and mechanical approvals. Typical construction range is approximately 3 to 4 months, again typical rather than guaranteed, and we hand over with the warranties in place.

What Building an ADU in Rio Linda Actually Involves

Rio Linda has two very different lot patterns, and they call for different design thinking. Conventional residential parcels need deliberate space planning around the existing house, setbacks, driveway access and the outdoor space you want to keep. The one- and two-acre agricultural-residential properties the community plan recognizes and protects are a separate problem: barns, workshops, animal areas, septic systems and long utility runs usually decide placement more than acreage does. More land does not automatically mean an easier ADU project.

Where you are in town changes the design. Along the M Street Corridor, existing homes have consistent shallow street setbacks that local planning standards seek to preserve, so anything visible from the street needs closer context review, and front setbacks are measured from the front property line rather than the curb. In the East Neighborhood Area near Oak Lane and Curved Bridge Road, you get larger lots, a late-1960s commercial center and low-rise multifamily housing nearby, along with mapped floodplain that has to be checked parcel by parcel. The Rio Linda Boulevard and M Street intersection, marked by the Rio Linda Archway, functions as the gateway to the commercial core, and the M Street and Front Street intersection is the heart of the business district, so properties near both sit in a mixed residential and commercial context. California has leaned on ADUs as an affordable housing tool statewide, and local codes have steadily adjusted to match.

Flood and drainage come before floor plans. No new habitable structure can be permitted inside the defined Dry Creek floodway, and on parcels in the mapped FEMA AE floodplain the lowest floor must be at or above base flood elevation. This does not disqualify most Rio Linda properties. It determines where the ADU sits and how high the floor is built, which is precisely why feasibility comes before design, and why we check it during the walkthrough rather than after you have paid for drawings.

ADU setback requirements, easements and the Roseville connection. New-construction ADUs generally have a four-foot interior side yard and rear yard setback under County zoning standards, and anything placed under five feet from a line can trigger fire-wall or protected-opening requirements that change the wall assembly and the cost. Detached ADUs also have to keep minimum separation from other structures. Easements deserve the same attention: a 2026 County proceeding involved a proposed Rio Linda ADU conflicting with recorded right-of-way and utility easements on Trading Post Court, which is a concrete reminder that a logical footprint can be blocked by something recorded on the title. We review title and easement information before fixing the footprint. Our Roseville-based team serves Rio Linda homeowners with on-site feasibility, design, permitting and ADU construction support.

Season matters for scheduling. A nearby station records very dry summers and wetter winters, roughly 0.01 inch of precipitation in July against 3.74 inches in January, so summer favors excavation, foundations and exterior work while winter rain can interrupt grading, trenching and finishes. Foundation and drainage requirements depend on your specific parcel, and we review site conditions before finalizing the structural design rather than assuming a communitywide soil condition.

Frequently Asked Questions

Who issues ADU permits for Rio Linda, and do I need one?

Yes, a building permit is required for any accessory dwelling unit (ADU), and it comes from the County, not a city: Rio Linda is unincorporated, so there is no Rio Linda building department. Permits are administered by the County Building Permits & Inspection Division, plans are submitted electronically, and the current Building Assistance Center is listed at 9800 Goethe Road. Your application needs a scaled plot plan showing structures, easements, roads, property lines and utilities, plus local fire-jurisdiction review and Title 24 energy compliance. We prepare and submit all of it, and we handle the corrections.

How much does an ADU cost in Rio Linda, including a larger 1,000-square-foot unit?

Cost depends on ADU size, site work, utility routing, flood or elevation requirements and finish selections, which is why we do not publish a fixed price: a generic square-foot formula misprices real parcels. A few specifics do apply locally. Standard building-permit fees apply even when using shelf-ready ADU models, development impact fees may apply to ADUs above 750 square feet, and the local park-development schedule exempts ADUs of 850 square feet or less and multi-bedroom ADUs of 1,000 square feet or less from that particular park fee. The water district also takes a $100 deposit for a new-connection quote, which is a quote deposit, not the connection cost. California ADU grant programs come and go, so verify current availability with the administering state agency. For a starting range, use our ADU cost estimator, then let us price your actual site.

How long does building an ADU take from first meeting to finished build?

Our typical ranges are approximately 3 to 5 months for design and permitting and 3 to 4 months for construction, labeled as typical rather than guaranteed. What extends the process: plan-check corrections, utility coordination, fire review, flood elevation requirements and agency workload. One timing note worth planning around is that the 2025 building standards apply to permit applications submitted on or after January 1, 2026.

Can I build an ADU if my property is near Dry Creek or in a flood zone?

Often yes, but placement and floor elevation have to be verified first. No new habitable structure can receive a building permit within the defined Dry Creek floodway, and in mapped FEMA AE areas the lowest floor must be at or above base flood elevation. We confirm flood conditions during the walkthrough, before any design money is spent, so you know early whether the buildable space sits where you pictured it.

How close to the property line can an ADU sit, and what about easements or an existing barn?

Four-foot interior side and rear setbacks generally apply to new-construction ADUs under County zoning, and placement under five feet can trigger fire-wall or protected-opening requirements. A large lot is not automatically a buildable lot: recorded easements, existing outbuildings, vehicle access and utility routes all control the footprint, as the Trading Post Court easement conflict shows. Every ADU also requires a permanent foundation, and parking is generally one space with several County exemptions that may apply to your project.

Do you serve my part of Rio Linda?

Yes, we serve Rio Linda throughout, from the Rio Linda Boulevard and M Street gateway at the Archway and the M Street Corridor to the East Neighborhood Area and the agricultural-residential parcels. We also work with homeowners in Elverta, Antelope, North Highlands, Citrus Heights, Roseville, Elk Grove and Rancho Cordova, and we provide design, permitting and construction services for accessory dwelling units throughout California from our Roseville office.

Start With a Feasibility Walkthrough, Not a Floor Plan

Feasibility first protects your budget. Flood conditions, recorded easements, existing structures and utility routing decide what is possible on your parcel long before a layout matters, and finding them early is the difference between a confident scope and an expensive surprise.

Here is what the first step gets you: a free one-hour property walkthrough, an honest read on what your lot supports, and a clear written scope from one ADU builder who stays accountable from concept to completion.

These guys really took care of us from A to Z. They 100% made us feel like we chose correctly from day 1, especially after interviewing 10+ companies. Quality is wonderful and they really include everything in the price (expect permit fees of course) so you don’t have to supply anything yourself. They are very accommodating with any requests even during the build. My guy Eddie is super knowledgeable, always has the answers!
